Temu Proposes Consumer Protection Changes After €200 Million EU Fine

Online shopping platform Temu has pledged to strengthen consumer protection measures following a €200 million fine imposed by the European Commission for violating the European Union’s Digital Services Act (DSA). The company has submitted proposals to the commission, which has initially accepted them. Temu has four months to implement the proposed changes, including reviewing its recommendation algorithms to determine whether they contribute to the promotion of illegal products on its marketplace.

The European Commission imposed the fine in May after accusing Temu of failing to adequately protect consumers from unsafe and illegal products. Test purchases conducted in 2025 reportedly revealed serious safety concerns, with some chargers failing basic safety tests and a high percentage of baby toys exceeding chemical safety limits or posing choking hazards due to detachable parts. Regulators said the company had underestimated the risks associated with products sold through its platform.

Under the proposed measures, Temu must conduct risk assessments using reliable, up-to-date data and introduce robust metrics to evaluate whether its safeguards are reducing the circulation of illegal goods. The company must also disclose the limitations of its automated and manual seller-listing checks and investigate how sellers exploit platform features to distribute illegal products. The European Commission could impose daily penalty payments if Temu fails to meet its obligations, as regulatory proceedings against the company continue after nearly two years.
